If you are having trouble with iCloud not working it may be that iCloud is disabled on your device. More specifically you need to make sure iCloud Drive is enabled. This feature allows apps to store settings and documents in your iCloud account.

To check that iCloud Drive is enabled:

  1. Go into the Settings app on your iPhone or iPad.
  2. Select the Accounts & Passwords item.
  3. Tap iCloud.
  4. Make sure iCloud Drive is set to on.

If you are unable to set iCloud Drive to on, and you are using a device supplied by the company you work for, you may find it has been disabled by your administrator.
